Contract Description:
For the 2015 contracting period, the site development project, as part of the larger coho reintroduction project will be responsible for developing acclimation sites in the major release tributaries in the Methow and Wenatchee basins.  Current components of this contract would include site designs, permitting, biological assessments for fish use, habitat impacts, discharge studies, water rights, supplemental analyses for amendments to the existing SEPA and NEPA documents, water rights, USACE, NPDES, USFS special use permits, etc.  Outside of the majority of this work occurring for proposed acclimation sites, the permitting process and associated evaluations will be also occurring at the Natapoc FH site to include water withdrawal analyses, site design and APE for cultural surveys, continued work on discharge impacts and easement access for both water and electrical from the surface water withdrawal location and pulling in power from the Hwy. (through a special use permit with USFS).  Additional items include:

1.  Water Rights Cost-Reimbursement program that will be drafted between YN- WSDOE will include for 2015 to include sites:  8 mile Ranch, Natapoc surface water, Early Winters 2 (new site selected near the Freestone Lodge on Early Winters creek), Tall Timber 2 (ground water), Trinity (groundwater) and a place holder in case there is a carry-over form the 2014 agreement or a new, alternative       site presented to the program.
2.  Subcontracted work will include environmental evaluations at Early Winters 2 along with engineering design and site permitting support in preparation for 2015 and 2016 construction at several locations in both the Methow and Wenatchee basins.  Surveying will need to occur at Trinity as well.
3.  A second round of Butcher Creek dredging focused on the summer/fall of 2015 with Grette and YN as co-leads on the project management and permitting support.  Most permits are already in place and only a modification to an extended work window in the fall.
4.  Site design for Natapoc, whether through BPA process for construction contracting or solely YN is being determined.
5.  Continued work of discharge evaluations for Natapoc, working with both WSDOE and EPA.
6.  Permit support (geotechnical) for well drilling and ROE's for 8mile, Early Winters 2, Natapoc, and Tall Timber 2.

Also working on the continued development of BiOp addendums for the project through NMFS and USFWS.
